Garp knew very well that attacking Fularid was extremely dangerous. He mainly performs rescue missions and quickly blitzes the Blackbeard Pirates. He was taking advantage of their unpreparedness, and Blackbeard himself was not present. Marines all know about Blackbeard’s battle with the Heart Pirates on Victory Island.
Compare: If Sakazuki had been the one attacking Foralid, it wouldn’t have been a rescue mission. Instead, he’ll make it his mission to destroy every pirate who gets in his way.
We can infer this from his attempt to challenge the Blackbeard Pirates after the Paramount War. Sakazuki only has one battleship and plans to defeat them all on his own.
Every Titanic captain Garp encountered was dismembered and seriously injured after a conflict with Sakazuki. The Admiral will not be in a hurry to escape, and any attempt to deceive Monkey D. Cap will fail.
Shiryuu’s plan failed as his blade harmlessly pierced Sakazuki’s body. He did something similar to Jinbe in Paramount Wars, as well as Marco and Vesta.
